My son has a 4th gen and the power button on top will not work.
How can I fix this?
He also needs a new battery.

Apple will swap it out for a refurbished model. No charge if it's still in warranty. Nominal fee if not.
 
If it's not still under warranty, try turning on assistive touch- If you don't where to find it, go to Settings > General > Accessibility > AssistiveTouch.

This way you have a virtual home button on your screen and can turn the power off from there.
