How to make iPod touch4 to be a web camera so I can have video chat via Skype. Is there any app that can make it available?

You can't use it as a webcam as far as I know, but you can video chat with the Skype app on the iPod touch.

EDIT: looks like there are apps called iWebcamera and Webcamera in AppStore.

You can download the Sype app. It's free. But you need a WiFi connection, which I presume you have.
