I have a new iPod touch 4th gen, with over 140 apps that I have downloaded, and now when I try to update my apps or download some more, it just gets stuck on downloading and says waiting!! Help Please!

Settings > General >About > Available (Under capacity)

What does it say?
 
I have been noticing some issues like this with 4.1 for some reason I get stuck with a download that says it couldn't be downloaded or it just sits there. I think it's a bug in os 4.1 Others have reported of the same issues.
 
It happens sometimes. Try downloading again from App Store. If it says "installed" then maybe try plugging into your computer.
 
Same problem...found solution!

I had this same problem (with 5 apps grayed out and waiting...). I tried a hard restart (hold down the sleep/wake button AND the home button at the same time UNTIL you see the apple logo on start up again. (Don't use the red slider.)

When I get this I just respring and it fixes it. But wait, maybe you're not jailbroken? (I always thought this happened because of Cydia tweaks.)
