Most likely, yes. Apple is unlikely to raise the or pricing of the touch.

I said that last year with iPod touch 3G and they surely lost my business when they didn't put a camera!

Which I would later buy an iPad 3G

They definitely lost my business last year when they didn't add a camera to the touch, however I am willing to give Apple my business this year if they add a camera to the device. I am really glad I waited though because now I have a new computer so iTunes will work better and I won't have to deal with computer transfer hassles.
