iPod touch iPod Touch 5g Charging Bug

my ipod touch 5g has a problem. whenever I charge it, the screen becomes spazzy and glitchy and unusable. As if it was dropped in water. I hope that it's a software problem rather than a hardware problem, but recently I updated the OS on the device and the problem hasnt gone away. HELP!!

If you dropped it in water then that's probably the cause

Are you using Apples charger?

Cant remember what component, but was reading about how some dirt-cheap chargers dont have certain components that higher-end chargers have and it can cause the screen to be jumpy while charging. If you are using Apples charger I recommend contacting Apple to get the charger replaced.
