I was going to get the iPhone 4 but then I noticed the Ipod touch for almost 1/3 the price (in Denmark). So the iPod is tempting!

My e-mail is Outlook and I would like my "phone" to let me know when I have received an e-mail.

Is that possible with the Ipod, when it is connected to the Internet?
 
Yes, you can receive emails on iPod Touch when you are connected to Wi-Fi. You say your email is "Outlook," which is only a desktop email client. I use Gmail and it works fine, but I used to have a Yahoo email and I had trouble setting that up.

My mail is Outlook web access, so it is web based.
 
Outlook Web Access is a Microsoft Exchange server AFAIK, and it should work with the iPod's built-in Mail app. I don't know for sure because I don't own an iPod touch.

I think you need to have the following info:
server address, email address, username, password.
