Try wiping your itouch.
That works for a few people including myself.
I tried to restore it so it would erase the drive but I got an error.
Then I turned the auto sync on and it erased it.
The applications appeared then.

I found the file on my mac.

Its located in /Users/(Your Username)/Library/iTunes/Mobile Applications
So what if something goes wrong with the iPod Touch and you have to restore. Do the apps go with it? Do you have to pay again?
 
Dear Mr. Jobs. I live in Russia and I've been using Apple products for a long time, whole of my family does. I have an iPod Touch, I got it from official reseller, but I just can't upgrade it with new apps, I can pay that 20 bucks, but iTunes says, that my country is not supported for buying anything, I can just look at all that stuff with my mouth opened. So, how can I upgrade?????

I doubt that Steve Jobs is here reading this thread. You could always send your iPod to someone in a country with an iTunes store, have them upgrade it and send it back to you.

I know, that he doesn't, but the thing they've done with this upgrade is MS styled.
