I just got this as a Birthday gift a week ago or so. It's the newest generation Touch too. Is this a defect or is it normal for it to take a few seconds to light up?

You most likely have auto-brightness on. To experience a standard amount of brightness, go to Settings > Brightness > Turn off Auto Brightness, and change the slider up or down to change the brightness.
Make sure it is not too dark or too bright or you might not be able to see/may waste too much battery respectively.
