I just got this as a Birthday gift a week ago or so. It's the newest generation Touch too. Is this a defect or is it normal for it to take a few seconds to light up?

You most likely have auto-brightness on. To experience a standard amount of brightness, go to Settings > Brightness > Turn off Auto Brightness, and change the slider up or down to change the brightness. 🙂 Make sure it is not too dark or too bright or you might not be able to see/may waste too much battery respectively.
