If you have the original baseband(1.59.00), then you can likely get it unlocked from AT&T at no cost, then update to 5.1.1 through iTunes and jailbreak using RedSn0w.
Thread starter has 4S, so the phone never had 1.59.xx baseband
A 4S cannot accept a custom/No_BB IPSW since it is not succeptable to Limera1n exploit.

Is it because of an unlock? There are plenty of companies unlocking GSM iPhones (sim unlocking) for as little as about $15.
Really-$15 for an iPhone 4S unlock? Please do share your source. And I don't want at Gevey SIM
I had mine done here and it cost me $25 just a couple of weeks ago (for an AT&T 4S). Just a week ago I saw it was at $15.
Well I just logged in and it's down to $10.50 (for slow service, it took about 22 hours for mine to process).
The site is a little weird, you have to register, then go to place order and pick from the drop down list. I selected the AT&T iPhone 3Gs/4/4s Slow Service.

Wow that site is SUPER SKETCHY! You gave them money?!? How did you pay? I am not sure I would ever feel good about giving them a credit card number. PayPal might be a good choice if they accept it.
yeah the site looks like something to be wary of, I used paypal (mainly because they are good at protecting the buyer). No issues whatsoever and like I said, less than 24 hours on my 4S.
It was $25 when I did it about 3 weeks ago.
So I did it, and they did it FAST. They had an "AT&T" special for $10. However, since you have to load at least $15 into your account, it actually cost me $15. May do it again sometime I don't know.
Don't know how they do it but they did. My Rogers SIM works fine. I can even switch it without reboot and it works. Amazing.... Guess there really is no need for Ultrasn0w anymore.
Awesome, glad it worked for you. I was nervous that I was throwing my $25 away, but it will done the next day and I tested it as well.

i AM NOT ABEL TO RESTORE IPHONE 4S using tinyumbrella and iphone shift+restore back to ios 5.1.1 , iphone stuck when i updated ios from 5.1.1 to ios 6.1.3 , i edited host file and removed gs.apple lines and tried shift restore but error coming is 3194 or 4014 .
Then i used Redsn0w and tried shsh blobs usiing remote method in df u mode
using firmware 5.1.1 and shsh blobs ticket signed for 5.1.1 even then its hanging and indicating waiting for iphone , then my iphone restarts again and redsn0w hangs .
I have shsh blobs for 5.1.1 and 6.1.3 all signed tickets saved in sauriks server as well dump in my pc

With VALID blobs a re-restore to 5.1.1 is possible.
A restore to 6.1.3 is not possible anymore as Apple no longer signs the 6.1.3 IPSW and SHSH's cannot be used on 6.x IPSW's to restore.
So either re-restore to 5.1.1 or restore to iOS7
Verify your blobs with iFaith and use this tutorial to re-restore to 5.1.1:

i verified the blogs they are good .. i tried using what u said .. during recovering error came was .. error appeared "coudn't find recover ymode device . you may have more scuccess from dfu mode..
then it says found device in dfu mode instead of recovery mode and Red sn0w halts...waitng for a reply..

The re-restore to 5.1.1 only works if your 4S is currently on iOS 5.1.1
Edit: I just reread your post. You can't dump SHSH blobs on a 4S. Is it a 4 or 4S?
Put phone in recovery mode, hold power and home until you see connect to itunes on your phone, than run the process again

hey thanks i did what u said... now it showd your device restored to firmware 5.1.1 but my iphone screen stuck with apple logo and bar .. after some time again connect to i tunes appeared ... atleast this time it showed iphone restored ,, now what to do.. i have been trying from last 5 months.. u guys are genious like anything.. now guide me what next ..

Your 5.1.1 SHSH may not be suitable for a re-restore if your phone was issued with 5.1.1 firmware (factory fresh 5.1.1) or you upgraded to 5.1.1 using OTA instead of an iTunes update/restore.
If you were able to successfully restore (looks like you were), then just follow TriJet's activation advice.
its still indicating itunes detected an iphone in recovery mode , you must restore this i phone before it can used with itunes ..
i think .. i should use it as paper weight insted ..

Silver Apple and progress bar indicates restore won't complete.
If the restore won't work, it sounds like your saved SHSH are not valid ...

it came with lower firmware ie. 5.0.1 9a406 in upgraded it to 5.1.1 using itunes update .. then i dont know what came in my mind i ypdated it to 6.1.3.. from that date problem started ..

There is absolutely no way to downgrade from iOS 6 to iOS 5 on a 4s regardless of blobs. There is just no way to downgrade. Sorry.
If you're on 6.1.3 there is no jailbreak either. There might be one in the future but sounds like not until after a jailbreak for iOS 7 comes out first. Could be wrong bit that's what it sounds like from what I'm reading.

Try hard kicking it out of recovery with TinyUmbrella
If it said it restored it might be stuck because of the BB mismatch.
Did the restore complete?

Somehow I missed the fact you went to iOS6
You can never come back to iOS5
It might have not gone to 6.1.3 as the OP posted he got error's upgrading to 6.1.3
If it did go to 6.1.3 indeed it can't go back and the only option would be iOS 7
