If it said it restored it might be stuck because of the BB mismatch.
Did the restore complete?

I tries tiny umbrella , but its not wokring log in tinu umbrella says iphone is under recovery fix , it shuts off anf then again it showed :

and when i switched on again usingpoer button it showed same acreen i.e connect to itunes logo.
The restore from 6.1.3 to ios 5.1.1. was complae it flagged a message which showed .. iphone restore with firmware 5.1.1 ...

Did it ever update to 6.1.3 and function ok?

If you were on 6.1.3 you cannot go back to 5.1.1.

Your only option is to restore to iOS7

It was not updated fully as was not able to see the update scrren when i updated from 5.1.1. to 6.1.3 .. so it din't work and function ok whe updated and instead went to restore mode. and asked to reconect using itunes

I i go to Ios 7 will it work fine ,, how to upgrade directly through itunes or through IPSw upgrade and preserve my base band , is there any way to upgrade and presenr my base band ,, Iam having Iphone 4S ..

It should work fine if you go to iOS 7. Do note that there is no jailbreak for iOS 7 at the moment. To go to iOS 7, you just need to put your 4S into DFU mode and click restore in iTunes. Make sure you update iTunes to 11.1 as that's needed for iOS 7

I don't think there's a way to preserve baseband on a 4S. Why do you need to preserve baseband? Are you using a sim interposer to unlock your phone?

4013 might be a cable or USB port problem, try different cable and port.

Also make sure you have latest iTunes installed

yea. i tried different cable and port this time it showed error 4014... then i run diagnostic through itunes ..
which gave following log :
