I don’t understand the question. What does “better” mean? It’s slower, but also cheaper. And none of them throttle, they perform within their specs.
 
I have the i9 and i don't have any issues whatsoever, its cool and the fans are silent.
Actually, its cooler than the 2.8Ghz 15" 2017 MBP that i had previously under any kind of loads.

This whole 2.2 vs 2.6 vs 2.9 thing is nonsense.
It depends from user to user and their usage.

dang, it runs hotter than my 2.7Ghz 2012... It's a hot laptop. It performs nicely, but its hot and fans come on quicker than they did on 2012 for roughly the same tasks.

When running AMD card, its practically impossible to work without fans kicking in.
 
@leman, I don't know how the new MBP perform now, but I remember when they first came out this summer, there was a lot of chatter about throttling. It was bad, the 6 core models, I mean.
 
Ironically, the 2.2 I currently have scored higher on Cinebench than did the 2.9 (or the 2.6).

There was a bug in the power management and it got fixed less then a week after it was discovered. The problem is that most reviewers never bothered to update their reviews.

Better with the 2.2GHz, the faster CPU's will just race faster to the thermal limit, hit the "hard wall" then throttle. Thx to Apple's poorly implemented cooling solution non of the 2018 MBP's can lever optimal performance from the new 8th Gen hex core CPU's...

I thought those were fixed. Having a bit of buyers remorse right now...

While I agree that Apple laptops run insanely hot, it is also expected that under heavy workloads, most laptops are going to have noticeable fan noise. Especially in ultra-thin laptops like Macbooks. Even thicker laptops usually have noticeable fan noise when pushing them hard. It is trying to cool a hot-running GPU and a hot-running CPU with limited thermal capacity The best things you can do are: use it on a hard and flat surface, not let it get clogged up with dust, and use it in a cool environment.

Also, optimize your software so that it isn't under more load than it needs to be. Remove startup programs that are not needed and keep your software up to date (not just the OS, but the other programs you are using, as well).

Other than that, use it and enjoy it

This is total non-sense and has been proven by real world testing. There are plenty of videos and tests done by our members (who are also youtube vloggers) that show the 2.9 MPB will give you the best results with results making a difference between 12%-18% with your average real world workloads.

In addition to what he said, you could also test yours yourself and monitor the temperature/processor frequency using Intel Power Gadget (and be sure you have installed ALL updates as Apple fixed the software bug that caused the extreme thermal throttling).

Also, even if yours throttles a little, most Macbook Pros throttle some. I've owned Macbook Pros that throttled even after replacing the thermal paste and cleaning out all of the dust. You sacrifice some performance for the portability.
 
Thx, unlike others your prepared to "put your money where your mouth is" it's not about a Windows 10 notebook beating out a Mac, it's more about the sad state of the Mac in 2018...

I would note that I would not claim the 2.2 is "superior" to the 2.9, but would suggest, given the number of benchmarked results, that it represents significantly better value.

Naimfan, what are you running on your i9?

I usually get anywhere between 1015 to 1062 being my highest for CPU and OpenGL the lowest I get was 102.60 and then highest I was able to get was 109.20.
