iPod touch Is a locked iPod Touch useable?

I saw it on ebay. They put that they don't know the icloud password.

If it is running iOS 7 or newer, and is iCloud locked, only the person who has the icloud password can unlock it. No matter how many times you reset/restore the device, it will not unlock. Unless it's for parts, do not buy a locked device.
