iPhone 11 Pro Is anybody else experiencing frame rate issues on 11 Pro Max and YouTube?

Videos in 1080p are appearing choppy and sluggish, as if the frame rate is turned down.

This is using YouTube on iOS on 11 Pro Max. The iPhone XS Max is not experiencing these issues.

I’m getting the same drops using my iPad. I don’t have a Pro Max to check it on. I think it’s just YouTube in general acting up. Some videos even freeze entirely. This started today for me.
