I'm on the latest public beta of El Capitan, and my WiFi keeps cutting out every few minutes and the only way for me to get it back on is to disable it and it works again but this is VERY annoying. Is anyone else dealing with their WiFi cutting out? Any tips for fixing this annoying issue?

Submit a bug to Apple. They seem to have reimplemented the WiFi from ground up so its still a bit wobbly. Apple has been great though in fixing the issues. But it is very important that you report them! The more issues everybody reports the more stable the final 10.11 will be.
 
Sorry to hear you are having wifi issues. I had issues all through Yosemite, particularly with waking from sleep, but the El Capitan betas have finally resolved my issues.

Good Luck! I never found a fix for mine other than finally getting the right software update.
 
What is the brand and type number of your router? How about your other devices? How about when you are using 10.10?
 
Mine was stable for the first week of using the latest PB but in the last day or so it's been way spotty.
