I've tried just about everything I can think of (including searching for similar issues prior to making this post).
All of my playlists show up but they are empty. I can still play music from Apple Music in the app but I can't add it to my library or download it for offline listening. I can confirm my playlists and whatnot are intact on my Mac, iPad and even when I look at my Apple Music profile I see my public playlists are intact. Just not on the phone itself.

Yes "Sync Library" is toggled on. I've tried signing out and in of my account under iTunes & App Store". I've deleted the Music app and reinstalled it with no luck. It'll very quickly flash a loading bar at the top saying "Syncing your library..." and then it goes away. My library is probably close to 2,000 songs total.

Any suggestions? Thank you.

Struggled with this a little myself - I'm waiting for Catalina GM before doing anything too drastic, but I've not been confident of downloaded music on either my iPhone or iMac since I started fairly recently with Apple Music subscription. I have upwards of 15,000 songs, most ripped from CDs and some purchased downloads from iTunes Store or Amazon AutoRip soft copies that came along with purchased CDs, and some are Apple Music subscription songs that I'm "renting".

Today I created a new Smart Playlist on my iMac called All Music (Media Kind = Music, longer than 1 sec, ticked etc) and clicked download on my new iPhone when that Playlist appeared - seems to be working ... I might see if I can change it so it's only "my songs" and the Apple Music songs (subscription) are separated out.

I have the exact same problem. Have you managed to resolve the issue. The problem arose when I upgraded from to the iPhone Pro and did an iCloud Restore which seemed to take forever. All my music and playlists are on my other devices without any issue it’s just my phone.

I have the exact same problem. Have you managed to resolve the issue. The problem arose when I upgraded from to the iPhone Pro and did an iCloud Restore which seemed to take forever. All my music and playlists are on my other devices without any issue it’s just my phone.

I haven't found a fix just yet. Same issue exactly as you described. I planned to try syncing some music to my iPhone from my Mac and then enabling Apple Music to see if it'll overwrite it. I'm assuming something is hanging in the background.

Worked - 65GB music now synced to new iPhone.

My macbook is too old and not compatible with the latest version of iTunes but i am having the same issue as i can't download any of my Apple Music to my new Pro Max Automatic download function doesn't seem to work.
I have tried everything. Technical support have escalated the issue to engineering.
So then I decided to reset my phone and attempted to restore from the cloud. Got to the end of the progress bar three hours ago and is stuck. Tech support advised me reboot using volume up, volume down and hold the on/off button. Didn't work so he advised me to hold either the volume up and on/off button at the same time. Didn't work. Phone is bricked. Nightmare.

I had the same issue and tried everything. In the end I had to follow step 3 of this link https://appletoolbox.com/apple-musi...empty_or_not_syncing_after_updating_to_iOS_13

There is a file you need to download and you need to back up to iTunes as it will wipe your phone. This was the only thing that worked.

One thing the article doesn’t mention is that you need to “shift,click” on restore so that you can use the file you downloaded as part of the process.
