In iOS it is one of the best features to have the mobile devices 'locked', if the user cannot provide Apple ID credentials during initial setup.
However, does Mac also have this?

Mac also have the similar one.
But, iOS device can be configured without an Apple ID. Same as Mac OS X.
This is called "continue without using Apple ID".

No, there is no equivalent feature on OS X.

If you are asking about if someone steals your Mac then tries to reformat the drive and start over, the best way to prevent that is to setup a firmware password. You can also encrypt your entire drive with Filevault so a thief cannot see your data.
