Is Apple Upgrade only available in the USA?

When will it expand to other countries?

Given the expensive cost of computers and yearly release of more powerful next generations, is this a good way to "rent" the computers?
 
Just USA for now.

TBH makes the most sense to me for computers. The cost:benefit ratio isn’t as good on iPhone, iPad, watch, etc.
