Is Apple's new iPhone water damage policy true?

Hi, I was just wondering if Apple's new water damage policy was true because I have a water damaged 32GB 3G S and I payed a lot for it and it would be awesome if I could just get a refurbished one for only $199. And if it is true, would they give me a refurbished 32GB 3G S?
