Is cropping supposed to work like that in iOS 27?

No, of course it's not meant to work like that. I'd expect it to stay cropped! I noticed it too - I now don't bother cropping at that point; I just save it to Photos and crop it there.
It's a known bug. Well, not known by everyone, obviously 😁

True. Let's see what the next beta brings. The only reason I'm 99.9% sure it's a bug is that the option to crop it is still there - it just doesn't work. I suppose there's a 0.1% chance that the bug is the fact they left the cropping function there 😁

I get this as well, when I check photos it hasn’t cropped at all when saved
This is an old bug. Used to happen frequently a year or two ago. When it happened, taking a second screenshot and saving it caused the first one to revert back to the cropped form you wanted. I haven’t checked to see if that happens this time, but I suspect it does. It took multiple releases before this was corrected the last time.
It was farther back than I thought. I first filed feedback about the issue in iOS 13 and again on ios 17. I don’t remember if it occurred in 26 as I filed no reports that I can find. It’s an old bug that resurfaces from time to time. I just took one now and the cropped version was saved properly, so it’s either intermittent or my restart of my ipad this morning fixed it. Back then taking a subsequent screenshot and saving it would cause the first one saved to revert back to the cropped version you initially saved. I was going to try that now but it’s saving properly so I can’t test that.
