Is Disk Utility sufficient for creating a bootable disk?

Wait, you want to make a hard drive bootable or you want to burn a DVD to boot from? I'm confused. If you mean the hard drive option then all you need to do is replace the hard drive and then install OS X onto the new drive. You don't need Disk utility for anything.
