is iCloud having issues?

I wanted to turn on my icloud keychain , so my ipad had all the passwords. What a nightmare, it keeps telling me try again later or its sending a code to my phone and then telling the code doesnt work when its the exact one. Now I have to talk to apple tech support to verify who I am and on the support page there is no section for icloud. This is nuts.
