If I install iOS 8.3 Beta 3, will I be able to update OTA to the final GM version when it comes out?

Yes but the update size would be almost the full size of iOS.

Eg. iOS 8.2 b5 to 8.2 GM OTA update size was 1.5 GB for my iPad Air 2.

Pro tip: perform fresh install and set up as new if going from any beta to GM release.

In the past, sometimes, but not always. But we aren't soothsayers.

Nothing is guaranteed with beta software, especially something as complex as an operating system. Be prepared for anything.
 
With it being a public beta now I'd go with yes. There's no way that Apple would force non-developers to deal with the dev portal and manually downloading and restoring the GM build.

Non devs don't have access.
They'd have to wait til public release, and update through iTunes.
 
No I think what he means is non-devs don't have access to the Dev Center where you can actually download the full IPSW. Public betas seem to only be available as OTA updates.

Hard to say how that would work, GM could become available too, and if not the public release would likely be available OTA.
