Is iPhone 6 plus bought from T-Mobile.com unlocked?

I ordered my iPhone 6 plus before on Tmoble.com
But I got one yesterday at an Apple Store.
Thinking of reselling it on eBay. But I am not sure if it is locked to T-Mobile.

If you bought it from a carrier (i.e. not from Apple Store) it will be locked to that carrier.

If the phone was purchased at full retail pricing you can call T-Mobile and ask them to unlock it. If it was bought via EIP, I believe there is a 30 day period before they have to unlock it.

Call T-Mobile when you get the phone. They should immediately unlock it. You can also restore the phone via iTunes without the T-Mobile Sim card and see if it is unlocked.

The one from the Apple Store is unlocked from the TMO store is locked.

This is correct. You have to keep the line active for 40 days before they will unlock.
