Do you think it's better to clean restore when a new OS version releases (like today with 8.4) or is updating OTA just as fine?

I have been updating OTA, without first doing a clean restore, since the iPhone 5 was released and I've not seen any problems with this practice.
 
There really isn't one or another that works specifically better or worse for everyone. People have had different experiences over times. Realistically either way works about the same for most people most of the time. Sometimes some people will have some issues one way or another and will prefer one way over the other, but there's really no specific thing that applies to everyone (or even most) to say that one is really better or worse than the other.
 
Easiest way to answer your question....take the OTA. If you have probs/glitches, do a clean install.

It's generally believed that a clean restore (without loading a backup afterwards) gives the best chance of avoiding bugs, however this is not necessarily guaranteed.
