Is it possible to activate iPhone 4 without a sim card?

I own an iPhone 4 running firmware 6.1.2. I have an AT&T sim card, but it still won't activate when I insert it. So my question is if I can activate it without a sim card. 😀

Are you placing the sim card in the tray and connecting the iPhone to iTunes at the same time?

You will need a valid sim. What carrier is the phone locked to?
