Is it possible to adjust the cursor blink rate in Chrome (and ideally all programs)?

For whatever reason, a blinking cursor tends to drive me crazy. I can adjust the blink rate on Windows as an OS setting, but I have yet to figure out how to do it on OSX (currently running 10.8).
