Probaly not but it's a waste of space. I don't use it , never looked at it, don't care for the stocks. So anyway to delete it ? Thanks

if you jailbreak and install SBSettings you have the option to Hide Icons (in which i hide Stocks and iTunes + a few others) OR add icons that "dont deserve a spot" on the springboard to a secondary dock you can open via the app.
 
Yes.

If you are Jailbroken, you can essentially do anything. Jailbreak, navigate to the Applications folder of your filesystem via SSH, and delete the app you don't want. Simple.
