Is it possible to design my own UI for IP4

When the JB comes out is it possible to design your own UI, my this i mean my own buttons my own layout something 100% dif than iOS4.
Is this hard work if possible?
 
Probably... i am unsure of current compatibilities for IOS4 (haven't bothered upgrading) but there are a few stand alone UI changes like PogoPlank or you can use apps like Iconoclasm, winterboard and categories (to name but a few) to create themes like a266 and whitoken
