Is it possible to ‘downgrade’ from iOS16 to iOS13.3 from a Backup?

OK, here's the situation, I want to get an iPhone 11 Pro, it currently has iOS16 installed. I have on older iPhone 8 with iOS13.3 backed up. Can I restore my old iOS13.3 to the 'new' iPhone 11 with iTunes?

The operating system is never restored as part of the backup. There’s no way to downgrade like this.

Yes. You can restore the iOS 13.3 backup to the iPhone 11 running iOS 16.

You can’t go the other way around though.

Yes, the title is misleading.

You're stuck with 16 you can use the 13 backup but it will only copy data not the OS.

*Wait, sorry, I carefully read all your responses again, yes, actually that is what I meant, I wanted to downgrade the OS, but from your replies, it seems that is not possible. Again, thanks for all the input.
