I tried the reset and restore option, but it just re downloaded tvOS 13.

If you have the Apple TV HD, which is the 4th generation Apple TV, it has a USB-C Port on the back that you have to hook up to your Mac and use either Xcode or Configurator to downgrade. On the Apple TV 4K, they took the USB-C Port off, so there is no going back once you install tvOS 13.

The only way to get it back to the current release of TvOS is to take to the Apple Store and explain that your either Apple Developer or Public Beta and wish to go back to current release which they might have some special tools to downgrade it if not they just replace your Apple TV

I have only heard of a rare few stories of people getting their Apple TV's replaced. You might have a better chance if you are a paid developer, but it is still going to be hard. This is early-stage beta software, and only developers and SOME public testers should install these releases and Apple warns you it is beta software before you install.

It is not like the OP bricked his Apple TV, he just realized that tvOS 13 is not even close to being truly useable.....hell, I have not even installed it. He can try going to an Apple Store, but I bet they just tell him to keep installing the betas and eventually the betas will get very stable and useable!
