Say I have 3 users on osx lion, is it possible to install an app on all of them?
You mean three user accounts on one computer? If so, then if you install it onto your user then it will be on other users accounts. However it will not be effected by anything you do to the version of the app on YOUR account.
As applications go into the Applications folder, and the Applications folder being accessible by all users (unless you have Parental Controls enabled for the other users), all users can open normally installed applications.
