Not all of them; launch-day NZ models had 10.0.0. I'm not sure about other countries.
I think the better question is "Why didn't the OP know this already?"
It's not like Apple held it's press event about iOS 10 underneath a rock or anything.

As far as the original question by the OP - your iPhone 7 came with iOS 10
the specific (dot) version depends on when it was manufactured.
It's iOS 10. dot versions are just details.
You likely updated it (or should) as you set it up.
