I have some issues with Safari on iOS 7, so I thought maybe it's possible to somehow run the iOS 6 Safari app on iOS 7. Do you know if there is a way to do that?

Nope.
What issues you have with safari? Usually they are simple solution for problems.
Most of the time it is some tweak you installed.

My issue is the new Safari hurts my eyes while the old one does not. I believe they are using a different video mode now.
