is it possible to setup a new apple TV without remote?

if you use the remote APP for an iphone or ipad

can you enter the settings on a new apple TV in the same room?
since the apple TV won't be connected to your router through wifi
I dont think it can connect wirelessly

but if you use an ethernet cable to your router, will the Ipad remote app SEE the apple TV without having logged into your apple account before?

If you have an iPhone you can set it up via bluetooth. the link says apple tv 3, but its the same instructions for the 4
