Rather than applying unnecessary upgrades over upgrades, is there a way to force the iPhone to detect the 7.0.3 upgrade in settings? Right now it's saying that 7.0.2 is the latest version available.

I used to be able to force-close the settings app and it would perform another check but that doesn't seem to be working anymore. I also seem to recall that iTunes would check for the latest version but it's also saying that 7.0.2 is the latest one.
 
I've just updated my iPhone from 7.0 to 7.0.3 over-the-air, so it's definitely possible. I don't know how to force Settings to perform another update check, though.
