When I use my iPhone for watching media, I like to have it connected to an external power bank to preserve its battery.

When tried the same thing with a USB-C iPad Pro, I found that when the external power-bank got exhausted the process went in to reverse and the iPad started charging the powerbank.

Is there any way to stop that happening?

You could simply unplug the battery pack from the iPad. Problem solved. it’s not like it’s very difficult.

As I mentioned in another post, I've also seen this and not heard of any fix. I did get a large-capacity power bank (26,800mAh) and I just make sure that I don't let it run all the way down.

I did see one powerbank advertised that had two usb-c ports an in and an out, but didn't want to buy it in case it had the same problem anyway. This feels like a design fault.

Not really - consider how many devices out there act as the iPad does, charging other attached devices. Other than the USB-C iPad, I know of only the iPhone 11 and that does its charging wirelessly.
