Is it possible to upgrade the socket from LGA 1366 to 2011 on 2010/2012 model?

A socket upgrade would allow me to install the Intel Xeon E5-2696 v2 @ 2.50GHz.

While we're here... is it possible to upgrade the Sata from II to III?

I prefer the design of the 2010/2012 Mac Pro over the new model. I mean, it was the longest lasting Apple model for 10 years and I think it still rules in terms of design. So it'd be great to be able to upgrade it. I've already got the Apricorn Velocity x2 for PCIe SSD but Sata III connection to the motherboard would really give it longterm capabilities.

No, that board is LGA1366 and you can't change that.

You can add SATA-III PCIe cards if you wish, but you can't change the on-board SATA-II controllers on the logic board, they're soldered on.

You might be better off buying a PowerMac case and doing a hackintosh from what you're saying, or get a 2009/2010/2012 model and upgrade it.
