Is it safe to activate iCloud Drive now?
I am running iPhone 6 w/ iOS 8.0.2, Ipad 3 Retina also on 8.0.2 and late 2011 Macbook Air w/ Yosemite Beta 4.

I've been using it for several weeks and it's not bad. I'm just having some issues with video files synchronizing to the iPad.
The issue regarding deletion of files when doing a Reset is no big deal now that you know what happens.
Keep in mind your iCloud Drive Data is being backed up by Time Machine on your Mac.
 
I haven't had much problems in the couple weeks I have been using it either. Mainly using Numbers. I don't plan on using the reset all settings soon. However, I think that will be fixed with 8.1 later this month.
 
Once I updated my iOS devices to iOS 8, I upgraded Yosemite to iCloud Drive. There are a couple or apps that aren't syncing successfully, but everything else seems to be running just fine.
