I'm debating buying a Jailbroken X. Someone in another thread said that the 12 JB won't work on the XS. Is this true, and why?

How does the person know when there is no jailbreak for iOS 12?

They found exploits with the new A12 processor, so it should be able to be done. Just depends on if someone does do it or not.
