I currently have a 2013 15" MacBook Pro and I would like to upgrade to the latest model but with all the talk about an ARM CPU upgrade I am concerned about purchasing an intel Mac.

I remember how upset I was back when I purchased a G5 Mac only for the Intel ones to come out soon after. I just don't know what to do at this point.
 
The 12-core 5nm ARM processor for mac can be next year which could be further delayed due to the pandemic. And according to the technical reports, it is really a good upgrade for mac computers like how Apple put intel on their macs.

If you are able to wait until next year to see the feedback about the ARM processor on mac, then I suggest that you should wait.
 
If they will begin the switch to ARM in 2021 they would most likely announce that at WWDC in a few weeks so that developers can prepare. If they don’t announce it then, it’s safe to say that the transition isn’t likely until 2022.
 
If your current MBP is still working and meets your needs, why not wait unti Apple make an official announcement instead of relying on rumors and speculations?
