I have consumer law in my state, but the onus is on me to prove fault.

My Mac mini will be kept away from any trips etc in a cabinet, I can’t imagine anything touching it unless there’s a natural event.

It has no battery or display so is it worth it? It’s a refurb model.

I mean, if I do get Apple care I don’t think I’ll need the accidental damage Aspect but the hardware if it goes bad is that covered for the additional years? If it’s not my error? As it would in the first year warranty?
 
It really comes down to your attitude to risk. On one hand, AC only costs $99 which is peace of mind.

On the other hand, if anything goes wrong the chances are Apple will want to charge you for a complete board replacement as there is so little in the device. Let's say they want $350 min.

You have the standard 1-year warranty, if in any of the two following years can you afford at least $350 should the board fail? Or would that $99 have been well spent?

Most have consumer law but as you note the onus is on you to prove fault, that is not a realistic option for any one person.

Personally, I am willing to take the risk on the Mac Mini. I wouldn't do it on a MacBook.
 
I believe that historically, the Mini has the highest reliability of all the Macs.

Neither of my two Minis (2012 and 2018) have given me a hint of trouble.

I'd let the AppleCare pass by on that one.
