Is last usage reset date the day the phone was made?

Did you restore your iPhone from a backup or is that what it said out-of-the-box?

I restored, but from a backup taken immediately prior

if you backed-up your previous iPhone and then restored your new iPhone using that back-up then any/all previous data and settings will transfer over.
