Is Lion capable of re-partitioning drive segments back together without erasing data?

That's the only reason I refuse to partition my hard drive at all. Any way to check that?

If it were, then it'd be one hell of a feature!

That's not possible due to disk limitations. When conjoining partitions, the disk HAS to be wiped. It's like wiping and creating one new partition. SO - It's not possible... yet.

But tools such as Drive Genius have been able to move around blank space (and consolidate blank space) and other disk segments for some time now. So why not Disk Utility?

It worked fine for me. I partitioned a space for lion and then used disk utility to erase the partition. Easy as pie…but I dunno if I got lucky or if it's just that easy.
