I have been watching videos and used transmission so I transferred cod from it, when the loading is almost done then it says 0 of 8 peers, what's peer and is my mac safe from this or I should delete it?

And will it increase the bill of the internet?

It's safe. Please don't talk about Transmission here, at least not in this context.

It depends. Your ISP will have a set download 'limit' (could be anything- 2GB, 25, 250- depends on how much you're paying really), and, if you exceed it, they will start charging you for data downloaded. Something worth checking.
Edit: Nice one gr8tfly. I believe he's said everything that should be said with the Wiki link.

Assuming you don't have a bandwith cap on your connection, there's no "internet bank" to pay, that's why BT of programs is usually illegal ;)
