As far as I know, yes, any Apple store in the world can help you out.

This guy blogged about his experiences with resolving issues in Spain (where there are Apple stores), with a machine bought in the UK. Anecdotal, but still. I used to live in a country where there are no Apple stores - all hardware sales and service managed by a single 3rd party. They had a rebranded version of AppleCare (so obviously not supported globally and they probably wouldn't honour genuine Applecare if someone were to bring it in from another country).

I guess, what it comes down to is where you would take your machine for service if there are no Apple stores? Wherever that is, check with them if they'd honour AppleCare coverage before purchasing.

Have had first hand experience with Apple Store repairs to a MacBook 12" (2016) in Osaka, Japan (Shinsaibashi Apple store) and Tucson AZ (La Encantada Apple store). No problems at all.

It is.
The legal agreement for AppleCare says "This Plan is offered and valid only if you are a resident of the fifty states of the United States of America, the District of Columbia, Canada and other countries in which Apple or its affiliated companies offers the Plan that are set forth www.apple.com/legal/applecare/countrylist.html."

...whereas AppleCare+ clearly says "Apple may restrict hardware service and ADH coverage to the country where the Covered Device was originally purchased."
