I believe that OtterBox has been doing this for years.

They used to offer modular cases with add on components. uniVERSE

This new design is colored layers (inner and outer) available on the website.

There are no reviews for the cases so they appear to be brand new.
 
Spigen was big into the modular/pick-your-color thing until they did a 180 and started making dull cases with logo cutouts like everyone else.
 
How are those modular? They look like regular cases.
