Is Quicktime Pro editing lossless

Sorry all bit of a noob question but if I edit a h.264 .mov file (just to cut a section out) in QTP and then just save as "self contained movie" does it re-encode the whole thing or is it effectively lossless?

To compress you need to export. Saving from the "save as" command is lossless.
