The subject pretty much is the complete question. The follow is what I think (and therefor could be wrong -- please correct me if that is so).
Raise to Wake brought you to the Lock Screen if you raised the iPhone. With "Always On", is that now redundant? I can see why Apple has both options because older phones can't(?) or shouldn't(?) do "Always On" but I'm just trying to make sure I understand things correctly.
