Isn't there meant to be something in this pane? Icons for Example Ringtone, loops and Voice? I've reinstalled Garageband twice and on not one of the three installs did anything show up in this pane. Each time I've installed everything like the loops and extras. I don't get it.

How did you go about the reinstall process? Did you remove the application and its related files beforehand? To fully uninstall any one or multiple iLife application, you have to toss the application itself, any files in /Library/Application Support, /Library/Preferences, and the .pkg files within /Library/Receipts. If you haven't been doing so, the reinstall probably will not automatically overwrite the contents of those folders which is why the symptom still persists.
